Gadchiroli district in Maharashtra has taken first place nationally in NITI Aayog’s quarterly Delta Ranking for April–June 2026. Chief Minister Devendra Fadnavis congratulated officials, partner organisations and residents on Wednesday, 7 October. The result matters because the district was long associated with Maoist insurgency and slow development, and it is now also the planned site of a large low-emission steel cluster.
What the ranking measures
According to IANS, the quarterly assessment sits under NITI Aayog’s Aspirational Districts Programme. Gadchiroli took the top spot across the country, with Jammu & Kashmir’s Baramulla district second. The programme was launched in January 2018 and covers 112 districts, with at least one from every state. Districts are scored on health and nutrition, education, agriculture and water resources, financial inclusion and skill development, and basic infrastructure. The Delta ranking is the overall score that measures how much a district has improved.
The ranking therefore reflects human development progress. It is not a measure of steel production or emissions. A Marathi report from Pudhari adds that Gadchiroli also ranked first nationally in the agriculture and water resources area.
What the Chief Minister credits
In a post on X, Fadnavis attributed the result to progress in water conservation, healthcare, girls’ education and skills training. He said more than 6,000 water storage structures were built under the revived Jalyukt Shivar Abhiyan and the Pradhan Mantri Krishi Sinchayee Yojana, which he said recharged local aquifers and improved farm yields and rural water security.
He also said Industrial Training Institutes in the district introduced advanced vocational courses with backing from corporate partners including Mahindra, Lloyds and Tata Trusts. Primary health centres were upgraded, and expectant mothers received supplementary nutrition. These are the Chief Minister’s own accounts, and the district’s detailed indicator scores were not part of the reports reviewed.
The green steel plan
The ranking follows months of government messaging about steel. In February 2026, Fadnavis said Gadchiroli would be developed as the Green Steel Hub of India. In October 2025, reports said the plan was backed by an investment of ₹3 lakh crore and was anchored by Lloyds Metals & Energy Ltd. The same report said it would create over one lakh direct and indirect jobs.
IANS reports that the state is steering industrialisation towards Vidarbha, aiming for up to 50 million tonnes of steel capacity a year centred on Gadchiroli. These are state targets, not completed capacity. At a Lloyds event, Fadnavis said over 14,000 local youth work with the company and that the integrated steel plant would bring 20,000 new jobs.
What this means for India
Gadchiroli is one of the 112 aspirational districts, and its first-place finish shows that a district with a troubled past can improve quickly on water, health and skills. Its steel ambitions will be tested on whether training and jobs reach local people, and on whether the promised low-emission technology is actually adopted. The ranking itself says nothing on that second point. Other districts can look at how local water works, health upgrades and company-backed skills courses were combined.
Fadnavis said the state would keep up the momentum so Gadchiroli continues to advance socially, educationally and economically.
